Paying Your Taxes

Please Note: we are no longer sending Tax or Utility billings via ePost. If you are an ePost customer, you should have received a letter from us in your ePost account detailing this change.

Payment Options

Bank or Credit Union
Paying at your bank
Most chartered banks in Canada and Credit Unions in Richmond offer this service. You can pay in person at the bank on or before the due date.

Find out what paperwork is needed
Find out ahead of time what documentation is needed to process your payment at the bank. Often, you will need to provide the original bill with the attached remittance stub.

If you choose to pay through an Automated Teller Machine (ATM), keep in mind that there may be delays in processing. Please check with your financial institution for processing times.

Remember to claim your Home Owner Grant
For property tax payments, please note that most banks will not forward your home owner grant application to the City. In this case, claim your home owner grant online (if eligible) or complete the application form on your tax statement and submit it to the City of Richmond.

Online Banking
You can pay your property taxes or utility bills online if you are a member of a Canadian financial institution that offers online services.  To set up your account:
  1. Contact your bank to set up online banking
  2. Add the City of Richmond as a payee
  3. For Property Taxes enter your 9-digit Tax Folio number

Remember to claim your Home Owner Grant
Claim your home owner grant online (if eligible) or complete the application form on your tax statement and submit it to the City of Richmond.

Credit Card (service fees apply)
Pay your property taxes and utilities by credit card through the City’s website with your Visa or MasterCard. A service fee of 1.75% of your tax or utility payment will be added to your payment amount to offset the service fees charged by the various credit card companies to the City.

Pay Taxes by Mail
You can mail a cheque or bank draft, along with the remittance stub to the City of Richmond Tax Department. You should make the cheque or bank draft payable to the City of Richmond.

Include Your Account Information on the cheque. This information helps the City know which property your payment applies to. For Property TAX payments - include your 9 digit folio number. Your folio number can be found at the top of your Property Tax notice.

Mail payments early to avoid penalties
Taxes: If your property tax payment does not arrive at City Hall by the due date, a 5% penalty is applied to the unpaid balance.

Note: Canada Post postmarks are not proof of on-time payment. Please do not send cash.

Tip: Remember to double check that you have signed your cheque and have used the correct day, month, and year.

Drop Box at City Hall
A drop box is located outside City Hall at the back entrance (North side of the building).

In Person at City Hall
Bring your bill and payment to City Hall, Monday to Friday between 8:15 a.m. to 5:00 p.m. excluding statutory holidays. Be prepared to wait in line. You can avoid long line-ups by paying your taxes early.

We accept cash, cheque, debit or bank draft. Credit cards are not accepted at City Hall. There are a limited number of 30 minute parking spaces on the North side of City Hall (see Parking Map for more information).

After Hours
Your payment can be dropped off at the City Hall drop box, located at the back (North side) of the building after business hours.

Property Pre-Authorized Withdrawal (PAWS)
The Property Pre-Authorized Withdrawal (PAWS) plan is designed to help Richmond residents pay for next year’s property taxes and flat rate (annual) utilities. The PAWS program is a 10 month prepayment program from August 1st to May 1st. For residents with a water meter installed, there is also a PAWS meter option that provides residents with a convenient way to pay their metered utilities through automatic withdrawals.

Note: The PAWS plan cannot be used for paying overdue or outstanding taxes.

Enrolment in PAWS after August will require you to either:
  • Increase monthly prepayments
  • Pay the remaining balance due on your property tax due date, or
  • Remit the missed payments (from August to the time of your application)

Two PAWS Payment Options
Option 1: Property Taxes AND Flat Rate (Annual) Utilities
10 monthly pre-payments (August 1st to May 1st) are automatically deducted from your bank account on the first of each month. The prepayments will be applied to the annual Flat Rate utility bill (due March 31st, 2017) and the balance applied to the property taxes (due July 4, 2017). Any outstanding property tax balance will be withdrawn on the tax due date from the owner’s bank to avoid late payment penalties. If there remains a final balance on your Flat Rate utility account, it is the owner’s responsibility to pay independently.

Option 2: Property Taxes
10 monthly pre-payments (August 1st to May 1st) are automatically deducted from your bank account each month and a final balance withdrawal on the tax due date – the final tax balance amount is stated on your property tax bill.

AND/OR

Metered (Quarterly) Utilities
Four automatic withdrawals will be made from your bank account on the meter due date, for the amount indicated on your bill.

If you are eligible, please remember to claim your HOG.  Owners must complete and submit the HOG Application by the due date to avoid penalties. You can also claim your Home Owner Grant online.

PAWS Changes or Cancellations

PAWS customers need to notify the City of Richmond, in writing, two weeks prior to the next withdrawal for any changes or cancellation to the PAWS tax account, and six weeks prior for any changes or cancellation to the Meter PAWS account.

When to Notify the City

  • If you change your banking information – please include a VOID cheque for the new bank account
  • If you are selling your property – cancel plan immediately
  • If you wish to change the monthly installment amount
  • If your Home Owner Grant eligibility has changed
