Boulevard MaintenanceProperty owners in Richmond are required to upkeep the boulevard fronting their property and to ensure no shrubs and trees encroach or block any sidewalk, roadway or traffic control devices. By doing so, they ensure safe pedestrian and vehicle access on sidewalks and roadways.
Upkeeping the boulevard includes:
- cutting the grass
- trimming hedges, trees and shrubs
