Completed - Broadmoor Subdivision - AC Watermain Replacement Phase III

Explanation of Project
The existing watermain is nearing the end of its life span.  Completion of this project will improve water supply to the area and will reduce maintenance costs.  This is phase 3 of a 4 phase program.

Location

  • Bates Drive from Deagle Road to Greenlees Road
  • Belair Drive from Broadmoor Boulevard to Gilbert Road
  • Herbert Road from Belair Drive to Bates Road

Scope of Work

  • Excavation of road surface and shoulder where required.
  • Construction of new watermain, including renewal of water connections, fire hydrants and installation of water meters.
  • Excavation and restoration of road surface and shoulder.

General Consideration

  • Typical hours of work will be from 7:00 am to 5:00 pm, Monday to Friday.
  • Vehicle and pedestrian traffic may be limited at times.
  • If there is vegetation on City property you wish to retain in the immediate construction area, please remove it prior to project commencement.
  • Residents will be notified in advance of any scheduled water shutdowns.
  • It will be necessary to excavates some driveway crossings.  Crews will make every effort to notify you on the day prior to the work and again in the morning.  At the end of the day, driveways that have been disturbed will be restored to a gravel condition.

  • No. 2 Road from Steveston Highway to Monteith Road.

  • Excavation of road surface and shoulder where required.
  • Construction of new watermain, including renewal of water connections, firehydrants, and installation of water meters.
  • Excavation and restoration of road surface and shoulder.

Completed - Westminster Highway AC Watermain Replacement

Explanation of Project
The Westminster Highway watermain upgrade will provide capacity for future expansion in the City Centre.

Location

  • Westminster Highway from No. 3 Road to Garden City Road (March - November 2006).
  • Westminster Highway from No. 4 Road to Shell Road (June - December 2006).

Scope of Work

  • Excavation of road surface and shoulder where required.
  • Construction of new watermain, including renewal of water connections, fire hydrants, and installation of water meters.
  • Restoration and paving of all east bound lanes affected by construction.

General Considerations

  • Typical hours of work will be from 7:00 am to 7:00 pm, Monday to Saturday.
  • Vehicle and pedestrian traffic may be limited at times.
  • If there is vegetation on City property you wish to retain in the immediate construction area, please remove it prior to project commencement.
  • Residents will be notified in advance of any scheduled water shutdowns.

To increase protection from flooding and replace aging systems, the City will replace and upsize the drainage mains in the Aztec Area.  Also, the existing watermains are nearing the end of their life span.  Completion of this project will reduce maintenance costs.

  • Scope to be determined.  Awaiting results from the drainage assessment study.

Explanation of Project
The existing pump station in the Ackroyd Road area does not have the capacity to service existing development.  The scope of this project is to install a new pump station and appurtenances in order to service new development and future growth.

The existing forcemain on Kwantlen Street is undersized and will be replaced to utilize the capacity of the newly constructed Lansdowne forcemain.

Completed - Horseshoe Slough Drainage Upgrades - Phase 2

Explanation of Project
To increase protection from flooding and replace aging systems, the City will replace and upsize the drainage mains.  This is Phase 2 of the program that commenced last year.  This project also includes the installation of an irrigation control structure in the canal at Steveston Highway and the upgrading at the pump station screens of the Horseshoe Slough outfall.

Carried Over to 2007 -Westminster Highway Road Widening Phase I

Explanation of Project
The City of Richmond will be widening Westminster Highway frommcMillan Road to the Hamilton Interchange at Highway 91.  This project includes widening Westminster Highway from two lanes to four lanes with paved shoulder bike lanes, installing street lighting and constructing enclosed storm drainage on the south side of the roadway.  The City has an agreement with TransLink to share the costs of this project.

Location

  • Phase 1:  Westminster Highway from McMillan Road to the Hamilton Interchange at Highway 91.

Scope of Work

  • Widening existing road, paving shoulders for bike lanes.
  • Installing street lighting.
  • Relocating of drainage ditch on the south side of the roadway.

General Considerations

  • Vehicle traffic will be impacted at times.

Completed - Dyke Road Rip Rap Armour Upgrade

Explanation of Project
This project will upgrade approximately 120m section of existing dyke, as well as create additional marshland.  This project is 75% funded from a Natural Hazard and Mitigation Provincial Grant.

Location

  • Dyke Road from Gilbert Road to 120m east.

Scope of Work

  • Supply and install rip rap material along the dyke to create additional marshland.
  • Planting of the additional marshland.

  • Hours of work will vary to coincide with low tide schedule.

Explanation of Project
The City will construct underground ducting and related kiosks and manholes to transfer all existing overhead wiring to underground.  The City has an agreement with BC Hydro to share the costs of their new facilities.

Scope of Work

  • Excavation of road and boulevard surface where required.
  • Installation of underground utility conduits and hardware complete with service connections (BC Hydro, Telus and Shaw Cable).
  • Above ground kiosks might be required for access.
  • Restoration of road surface and private property.

General Considerations

  • Typical hours of work will be from 7:00 am to 5:00 pm, Monday to Friday.
  • Vehicle and pedestrian traffic may be limited at times.
  • Residents and businesses will be contacted by BC Hydro in advance of any power interruptions.  Telus and Shaw do not expect interruptions but will also contact in advance if necessary.

Completed - No. 3 Road - Gravel Walkway Construction

Explanation of Project
The City of Richmond will be constructing a walkway on the east side of No. 3 Road.  Completion of this project will provide a safe and dedicated path for pedestrians and enhance the neighbourhood.  This project is 50% funded from the generous $100,000 contribution by Mr. Milan Ilich.

Location

  • No. 3 Road from Steveston Highway to the South Dyke.

Scope of Work

  • Installation of walkway.
  • Excavation and restoration of private property.

Completed - Garden City Road Bike Lanes

Explanation of Project
The City will be constructing bike lanes along Garden City Road between Cambie Road and Capstan Way.  This is a continuation of the bike lanes constructed last year.  This project is partially funded by the Translink Bicycle Infrastructure Capital Cost Sharing (BICCS) program as well as the Province of BC's Cycling Infrastructure Partnership Program.

Scope of Work

  • Widening of existing pavement area.
  • Installation of new curbs.
  • Modifications to pavement marking to create bicycle lanes
  • Restoration of roadway.

Scope of Work

  • Rebuild station.
  • Install new pumps.
  • Improve the site by landscaping and site architecture.
  • Incorporate public art.

  • No vehicle traffic impacts, but pedestrians may be affected by site work.  Please use an alternative dyke access route if possible.

Carried Over to 2007 -Bike Lanes, Parks Trails and Canal Benching - Shell Road

Explanation of Project
Wide shared bike/vehicle lanes will be provided on the east and west sides of Shell Road (West) south of Aragon Road as part of the City's Cycling Network Plan.  In addition, a north-south trail and "eco-corridor" will be constructed along Shell Road, as part of the 2010 Trails Strategy.  These projects will be combined with the Shell Road canal benching which will provide additional water drainage storage for the Horseshoe Slough Area.  This project is partially funded by the TransLink Bicycle Infrastructure Capital Cost Sharing program

Location

  • Shell Road (west) from Athabasca Drive to Hammersmith Gate.

Scope of Work

  • Re-painting of lane lines to create wide shared bike/vehicle lanes on east and west sides of Shell Road from Aragon Road to Hammersmith Gate.
  • Construction of north-south trail along east side of Shell Road from Athabasca Drive to Hammersmith Gate.
  • Elimination of parking zone on Shell Road between Williams Road and Hammersmith Gate to allow for wide shared share lanes on existing road width.
  • Widening of existing canal for environmental compensation between Athabasca Drive and Steveston Highway.

Carried Over to 2007 -Westminster Highway Bicycle Lane - No. 8 Road to Nelson Road

Explanation of Project
The City will be constructing bicycle lanes on Westminster Highway from No. 8 Road to Nelson Road, subject to the receipt of cost-share funds from TransLink and the Province of BC (to a total of $220,000).  This project includes widening of the existing pavement area and modification of pavement markings to create bicycle lanes on either side of Westminster Highway.  This section will complete the bicycle lane program from Garden City Road to Nelson Road.  The bike lanes would be extended to the Hamilton Interchange as part of the proposed phased road widening project in 2006 and 2007.

Scope of Work

  • Widening of existing pavement area.
  • Modifications to pavement markings to create bicycle lanes.
  • Introduction of intermittent "Bike Route" shoulder signs.
