No. 3 Road
Watermain Replacement
Explanation of Project
In 2008, the City of Richmond repaired two breaks in a 750mm diameter steel watermain along No. 3 Road, between Granville Avenue and Saba Road.
Subsequently, City staff assessed the condition of the watermain and determined that it should be replaced to reduce maintenance costs and costly repairs.
In addition to this replacement, a second watermain on No. 3 Road, has been identified for upsizing. Therefore, the City plans to replace both existing watermains along No. 3 Road in 2009.
Location
- No.3 Road from Westminster Highway to Granville Avenue
Scope of Work
- Excavation and restoration of road surface, curb and sideway where required.
- Construction of new watermain, including renewal of water connections, fire hydrants, and installation of water meters where required.
- Use of existing 750mm dia. watermain as a carrier pipe for new 450mm dia. PVC/HDPE watermain.
General Considerations

Maple Area Watermain Replacement
Explanation of Project
The existing watermain is nearing the end of its life span. Completion of this project will improve water supply to the area and will reduce maintenance costs.

East Richmond Drainage and Irrigation Upgrades – Phase 3
Explanation of Project
Upgrades to the drainage and irrigation system in East Richmond this year includes the re-profiling and upgrade of the existing ditch along the Granville alignment from Kartner Road to Nelson Road. This upgrade aims to improve on the hydraulic conveyance in areas where drainage is desired.

Westminster Highway Watermain Replacement
Explanation of Project
The existing watermain at this location is nearing the end of its life span. Completion of this project will improve water supply to the area, reduce maintenance costs and repair a section of the road that has undergone significant settlement.

Scope of Work
- Replace approximately 330 lineal meters of existing 300mm dia. AC watermain with 300mm dia. fully joint-restraint PVC watermain.
- Raise the settled portion of approximately 21551 Westminster Hwy.
- Reinstatement of drainage service.

Drainage upgrades along Cambie Road and Garden City Road are required to accommodate future development in the West Cambie Area. This project includes the design and construction of recommended upgrades.

City Center and Bennett West Sanitary Upgrades
Explanation of Project
In 2007, the City of Richmond conducted a planning level engineering study of the City Centre and Bennett West sanitary systems. Upgrades were recommended to resolve existing capacity issues, and accommodate future development and the subsequent increase in sanitary flow.

- Eckersley Road – Cook Road to Anderson Road
- Anderson Road – Eckersley Road to 50m east of Eckersley Road

Cambie Road Drainage Pump Station Replacement
Explanation of Project
The existing West Cambie drainage pump station is under capacity to support proposed development and is nearing the end of its service life. Completion of this project will replace the existing structure while providing increased capacity requirements related to the future development. The new pump station will increase the capacity from approximately 2.2 cubic meters per second to approximately 4.2 cubic meters per second.

Explanation of Project
The existing No. 4 Road drainage pump station is under capacity to support proposed development and is nearing the end of its service life. The new pump station will increase the capacity from 3.3 cubic meters per second to 7.0 cubic meters per second.

Blundell Sanitary Forcemain Replacement
Explanation of Project
In 2007, the existing Blundell Forcemain required emergency repairs related to a broken section of this ageing infrastructure. It is necessary to replace a section of main from No.1 Road to Frobisher Drive to continue to provide reliable sanitary service.

- Blundell Road from No. 1 Road to Frobisher Drive.
Scope of Work
- Design and installation of approximately 225 meters of 450mm diameter sanitary forcemain.

Williams Road Lane Drainage Upgrade
Explanation of Project
As part of Richmond’s objective to enhance the overall neighbourhood liveability, staff have identified the need to upgrade the existing unpaved lane north of Williams Road, between No.4 Road and Shell Road. This upgrade would include a 6m wide asphalt pavement, a storm collection system, and all necessary tie-ins to adjacent properties.
The upgrade would enhance access, comfort and convenience for residents along Williams Road who use this lane as the only means to access their garages.

- Laneway north of Williams Road from No.4 Road to Shell Road.
Scope of Work
- Removal and disposal of existing asphalt and laneway structure for a length of approximately 815 lineal meters. Full laneway restoration and regrade of surface to properly meet existing driveway and road elevations.
- Installation of new storm water collection system

This existing laneway located south of Seahurst Road experienced flooding during significant storm events. The objective of this project is to reduce the potential of flooding by installing a new storm sewer and repaving the road.

Shell Road Lift Station Removal and Horseshoe Slough Pump Station Inlet Upgrade
Explanation of Project
Years of development in the neighbourhoods within the Horseshoe Slough Drainage Catchment have led to increases in storm runoff. This has resulted in the Shell Road Drainage Lift Station becoming a flow restriction within the major drainage conveyance of Shell Road Canal.
The removal of this station and replacement with an irrigation gate will allow for the maximum usage of the existing culvert, thus reducing the flow restriction. In addition to this effort, an upgrade of the inlet at the corresponding Horseshoe Slough Pump Station will help draw water more easily down the drainage canal.

- Horseshoe Slough Drainage Pump Station at the end of Horseshoe Slough.
Scope of Work
- Removal of existing lift station and replacement with an irrigation gate
- Demolition of existing concrete inlet at Horseshoe Slough Drainage Pump Station and construct a new concrete inlet that is three times the cross sectional area.

Shell Road Sanitary Forcemain Redundancy
Explanation of Project
The City recently completed replacement of the Shell Road Forcemain to accommodate ageing infrastructure and development and initially abandoned the existing forcemain. The purpose of this project is to provide the ability to utilize this abandoned forcemain as a bypass system if and when required to meet operational needs.

A recent sanitary pump station condition assessment was completed by the City and it was identified that a new higher capacity sanitary pump station is necessary to replace ageing infrastructure and accommodate the development of the Oval lands. This project is being funded by development.

Explanation of Project
Wide shared bike/vehicle lanes will be provided on the east and west sides of Shell Road (west).

- Shell Road (west) from Steveston Highway to Athabasca Drive.
Scope of Work
- Re-painting of lane lines to create shared bike/vehicle lanes on east and west sides of Shell Road from Aragon Road to Hammersmith Gate.
- Construction of north-south trail along east side of Shell Road from Athabasca Drive to Hammersmith Gate.
- Relocation of existing parking on west side of Shell Road between Athabasca Drive and Williams Road to parking bays on east side.
- Elimination of parking zone on Shell Road between Williams Road and Hammersmith Gate to allow for share lanes on existing road width.

Explanation of Project
Thisis a City Center beautification project partially funded by BC Hydro. This work is part of a ten year program to remove overhead power and telephone cables and relocate to underground conduits. The purpose of this work is to enhance the City streetscape and increase the overall protection of the of these utilities.

- Lansdowne Road between No.3 Road and Cooney

- Installation of underground conduits for telephone and electrical services
- Removal of existing overhead telephone and power cables, and poles
