Engineering and Public Works Division
The Engineering & Public Works  Mission Statement is:

 “To provide sustainable infrastructure, environmental leadership, and service excellence, which is essential to the health, safety, mobility, and quality of life for our community.”

The division is divided into the following departments and sections:

Engineering
The Engineering Design & Construction section is responsible for the design and construction of the City’s civil infrastructure and regulates any technical or construction related activities within the City’s dike system. The Engineering Planning section is responsible for infrastructure planning, including short, medium and long range improvement strategies to address ageing infrastructure, population growth and climate change. Engineering planning also identifies infrastructure improvements required to accommodate development. 

Facilities and Project Development
The Facilities Services section provides operations and maintenance services for all City facilities. These service areas include preventative maintenance, administering security systems and access controls, providing janitorial services, and supporting energy management initiatives. The Project Development section plans and manages major maintenance and capital improvement programs for the City’s existing facilities and also delivers the annual capital program and major projects. 

Sustainability and District Energy
The Sustainability and District Energy department develops and manages efficient low carbon district energy services for buildings in defined service areas; reviews private development applications for energy efficiency and environmental performance and improves corporate and community sustainability and energy use through various projects, programs and policies. 

Public Works
The Public Works department provides core City services essential to the health, safety, mobility and quality of life to Richmond residents and businesses. This work is carried out by the following sections:
