Property Pre-Authorized Withdrawal (PAWS) Option
The Property Pre-Authorized Withdrawal (PAWS) plan is designed to help Richmond residents pay for next year’s property taxes and flat rate (annual) utilities. The PAWS program is a 10 month prepayment program from August 1st to May 1st. For residents with a water meter installed, there is also a PAWS meter option that provides residents with a convenient way to pay their metered utilities through automatic withdrawals.
Note: The PAWS plan cannot be used for paying overdue or outstanding taxes.
Enrolment in PAWS after August will require you to either:
- Increase monthly prepayments
- Pay the remaining balance due on your property tax due date, or
- Remit the missed payments (from August to the time of your application)

Two PAWS Payment Options:
Option 1: Property Taxes AND Flat Rate (Annual) Utilities
10 monthly pre-payments (August 1st to May 1st) are automatically deducted from your bank account on the first of each month. The prepayments will be applied to the annual Flat Rate utility bill (due March 31st or the first working day in April) and the balance applied to the property taxes (due the first working day in July). Any outstanding property tax balance will be withdrawn on the tax due date from the owner’s bank to avoid late payment penalties. If there remains a final balance on your Flat Rate utility account, it is the owner’s responsibility to pay independently.
Option 2: Metered (Quarterly) Utilities
Four automatic withdrawals will be made from your bank account on the meter due date, for the amount indicated on your bill.

All current or overdue taxes and utilities need to be paid in full.

PAWS customers need to notify the City of Richmond, in writing, two weeks prior to the next withdrawal for any changes or cancellation to the PAWS tax account, and six weeks prior for any changes or cancellation to the Meter PAWS account.

When to Notify the City:
- If you change your banking information - please include a VOID cheque for the new bank account
- If you are selling your property - cancel plan immediately
- If you wish to change the monthly installment amount
- If your Home Owner Grant eligibility has changed
