Servicing Agreement Applications
Starting December 2, 2024, the City of Richmond will accept Servicing Agreement Applications exclusively through MyPermit. Servicing Agreement applications will no longer be accepted in person or by email for this application type. For more information about MyPermit, visit richmond.ca/mypermit.
A Servicing Agreement is a contract between the City and a developer that defines and commits to the works and services required for a development project per the approved drawings and documents, including legal and financial obligations associated with the project.
The City will determine through the review of the development applications (i.e. Rezoning, Development Permit, Subdivision, etc.) and the building permits, if a Servicing Agreement is required.
If a Servicing Agreement is required, prior to City's review of the drawings and documents via ePlan and preparation of the legal agreement, an application must be submitted through MyPermit.
Where a Servicing Agreement is required by a Development Application (i.e. Rezoning, Development Permit or Subdivision), the Servicing Agreement application will only be accepted through MyPermit once the associated Development Application has reached the milestone noted below:
- Rezoning - Post Public Hearing letter is issued
- Development Permit - Endorsement is received by the Development Permit Panel
- Subdivision - Preliminary Letter of Approval is issued

How MyPermit for Servicing Agreements Works
The City of Richmond launched MyPermit, an online application portal for building and development related projects. My Permit enables paperless application submission through a web-based system. As part of the City of Richmond's efforts to improve service delivery, we have transitioned all Servicing Agreement applications to our digital application platform.
The MyPermit system works by allowing property owners or their authorized agents, Applicants (Project Contact), to apply for a Servicing Agreement through a secure online self-serve portal, without having to email or visit City Hall. During the application process, you will need to answer screening questions about your project, upload supporting materials and securely pay the application fee.
Once the application has been accepted, the Applicant (Project Contact) will receive a notification from ePlan and be directed to provide contact details for the Engineering Consultant to upload documents for City review. To learn more about ePlan, visit About ePlan Submissions.
