Homelessness Strategy Framework

Help inform Richmond’s response to homelessness

As housing pressures rise and more residents face the increasing risk of homelessness, the City of Richmond is asking the community to help inform a more responsive, coordinated approach based on current needs and experiences.

The City is developing the Homelessness Strategy Guiding Framework 2026–2029, a companion document to the existing Homelessness Strategy (2019–2029).

With conditions related to homelessness changing in recent years, including rising housing costs, service pressures and broader social and economic challenges, this Framework will help guide how the City and its partners respond to Richmond’s changing needs.

Input from a broad range of individuals and organizations including residents, community partners, and people with lived experience is vital to inform the Framework. A focused effort will be made to hear from those directly connected to homelessness, whose experience is essential to understanding current challenges and identifying practical solutions.

Residents are encouraged to learn more and share their input by completing a short survey by Sunday, April 19, 2026.
