The City of Richmond is celebrating the groundbreaking of the new West Richmond Pavilion (4040 Francis Road), a major investment in community recreation and sport infrastructure at Hugh Boyd Community Park.
The new 10,830-square-foot facility will enhance services and amenities for local sport organizations, residents and community groups by providing change rooms, public washrooms, multipurpose spaces, offices and a viewing deck. The pavilion is designed to support the needs of Richmond’s growing community while creating a central hub for tournaments and sporting events.
“The West Richmond Pavilion represents an exciting investment in Richmond’s future,” said Mayor Malcolm Brodie. “This new facility will provide much-needed amenities for athletes, families and community organizations while enhancing Hugh Boyd Community Park as a premier destination for recreation and sport.”
The multipurpose space within the pavilion may also be available for programs and activities operated by community groups, including the West Richmond Community Centre. In addition to supporting day-to-day recreation use, the facility will strengthen Richmond’s ability to host elite provincial and national championships.
The West Richmond Pavilion will target Rick Hansen Foundation Accessibility Certification and will become the first City of Richmond civic building designed to Passive House standards, demonstrating the City’s commitment to accessibility, sustainability and energy efficiency.
The project has a capital budget of $19.85 million, with $17.7 million funded through the Province of British Columbia’s Growing Communities Fund. The Growing Communities Fund helps local governments build and expand infrastructure needed to support growing communities. Construction is scheduled to begin Q2 2026 with anticipated completion in Q1 2027.
