City releases audits of Richmond Olympic Oval Corporation

The City of Richmond is releasing two independent audits of the Richmond Olympic Oval Corporation (ROOC) today, in keeping with Council’s commitment to transparency and accountability in the management of public assets.

The first is a forensic audit covering ROOC operations from January 1, 2012 to December 31, 2024. The audit was commissioned as a matter of good governance practice and to provide continuity and accountability following a change in ROOC board and staff leadership in 2024.

The forensic audit found no evidence of financial impropriety. It did identify some areas where processes and administrative practices could be strengthened to better support compliance with expense and procurement policies.

The second is a performance audit covering the period January 2024 to March 2025. This audit was commissioned to assess the robustness of ROOC’s internal controls and governance frameworks, and to identify findings and recommended improvements.

Both audit documents are available in full on richmond.ca/OvalAudit.

The forensic audit cost $460,232 and the performance audit cost $106,990, for a combined total of $567,222 to date.

The City takes the findings of both audits seriously and has referred the recommendations to the ROOC Board of Directors for responsive action. Council continues to work closely with the current Board to support the implementation of recommendations and strengthen effective, efficient and transparent operations. The ROOC remains a valued community asset, and The City is committed to its long-term success on behalf of all Richmond residents.
