Richmond’s single-use plastic ban starts March 27, 2022

Richmond’s Single-Use Plastic and Other Items Bylaw No. 10000 comes into effect Sunday, March 27, 2022. It bans foam food service ware, plastic straws (including biodegradable and compostable plastic) and plastic checkout bags (including biodegradable and compostable plastic).

“Reducing reliance on single-use plastic is integral to our City’s goals for a circular economy, and it’s also part of a global effort to protect the environment,” said Malcolm Brodie, Mayor of Richmond. “We can all make a difference by choosing reusable options and supporting our local businesses as they transition to acceptable alternatives. It is estimated that Bylaw 10000 will eliminate 35 million pieces of the banned items annually from disposal in Richmond.”

The Bylaw does not require businesses to charge a fee for alternative products such as paper or reusable bags. If businesses would like to implement fees, it is at their own discretion. Council adopted Bylaw 10000 in September 2021 to help reduce unnecessary plastic waste and pollution and affects all businesses operating in Richmond.

As part of introducing the new single-use plastic ban, the City also made it a priority to work with local businesses to help them prepare for the upcoming implementation of Bylaw 10000. The City hosted 20 workshops involving 300 businesses, completed 857 door-to-door visits, hosted three mall open houses, and co-hosted a vendor trade show with the Richmond Chamber of Commerce.

Based on the feedback from participants, the City has developed multiple resources, including a Business Information Toolkit, customer communication materials and other tips and information to assist businesses. Bylaw 10000 is consistent with regulations expected from the provincial and federal governments.
