Pay property taxes and utilities by credit card through the City’s website. Visa, MasterCard and American Express accepted. Note: A service fee of 2.00% of tax or utility payments will be added to the payment amount to offset the service fees charged by the various credit card companies to the City.

NOTE: Service fees are subject to change pursuant to the City's Credit Card Payment Service Fee Bylaw No. 9536.

Paying at your Financial Institution

Most Canadian chartered banks and credit unions in Richmond offer this service. Pay in person at the bank or credit union on or before the due date.

Find out what paperwork is needed

To save time, find out ahead of time what documentation is needed to process your payment at the bank or credit union. Note: You may be required to provide the property tax notice.

If you choose to pay through an Automated Teller Machine (ATM), note that there may be a delay in processing. Check with your financial institution for processing times.

Remember to claim your Home Owner Grant

When making your property tax payment at a bank, note that banks can no longer accept Home Owner Grant applications. Claim your Home Owner Grant online (if eligible) with the Province before the tax due date.

Online Banking

You can pay your property taxes or utility bills online if you are a member of a Canadian financial institution that offers online services. Allow two to three days for your financial institution to process the payment.

To set up your account:

  • Contact your bank to set up online banking
  • Add the City of Richmond as a payee
  • For Property Taxes, enter your 9-digit Folio Number

Remember to claim your Home Owner Grant

Claim your home owner grant online

Claim your grant by the due date (if eligible) to avoid penalties.

Property Pre-Authorized Withdrawals (PAWS) The Property Pre-Authorized Withdrawal (PAWS) plan is designed to help Richmond residents pay for next year’s property taxes and flat rate (annual) utilities. PAWS is a 10 month pre-payment program from August 1 to May 1. For residents with a water meter installed, there is also a PAWS meter option that provides residents with a convenient way to pay their metered utilities through automatic withdrawals.

Note: The PAWS plan cannot be used for paying overdue or outstanding taxes.

Enrolment in PAWS after August requires you to choose to:

  • Increase monthly prepayments
  • Pay the remaining balance due on your property tax due date
  • Remit the missed payments (from August to the time of your application)

Two Property Pre-Authorized Withdrawal Payment Options

Option 1: Property Taxes AND Flat Rate (Annual) Utilities

Ten (10) monthly pre-payments (August 1 to May 1) are automatically deducted from your bank account on the first of each month. The pre-payments will be applied to the annual flat rate utility bill (due March 31st or the first working day in April) and the balance applied to the property taxes (due the first working day in July). Any outstanding property tax balance will be withdrawn on the tax due date from the owner’s bank to avoid late payment penalties. If there remains a final balance on your flat rate utility account, it is the owner’s responsibility to pay independently.

Option 2: Property Taxes

Ten (10) monthly pre-payments (August 1 to May 1) are automatically deducted from your bank account each month and a final balance withdrawal on the tax due date. The final tax balance amount is stated on your property tax bill.

And/Or

Metered (Quarterly) Utilities
Four automatic withdrawals will be made from your bank account on the meter due date for the amount indicated on your bill.

Remember to Claim your Home Owner Grant

If you are eligible, claim your Home Owner Grant. Owners must complete the Home Owner Grant by the due date to avoid penalties. The Home Owner Grant must be claimed online.

To apply for Property Pre-Authorized Withdrawals

  • All current or overdue taxes and utilities need to be paid in full.
  • Complete the Property Pre-Authorized Withdrawal application form: PAWS form
  • Send your Property Pre-Authorized Withdrawal application form with a void cheque by:

Property Pre-Authorized Withdrawal Changes or Cancellations

Customers signed up for pre-authorized withdrawals need to notify the City of Richmond in writing two weeks prior to the next withdrawal for any changes or cancellation to the Pre-Authorized Withdrawal property tax and annual utilities account and six weeks prior for any changes or cancellation to the meter utilities Pre-Authorized Withdrawal account.

Notify the City if:

  • you change your banking information (include a VOID cheque for the new bank account)
  • you are selling your property then cancel plan immediately
  • you want to change the monthly installment amount
  • your Home Owner Grant eligibility has changed

Place your cheque in the drop box ensuring that your account number is on the cheque to note which property the payment applies to. For property tax payments, include the 9-digit Folio Number found at the top of the Property Tax Notice.

Note: Do not put cash in the drop box.
Tip: Review that the cheque has been signed and that the day, month and year are correct.

Include your account information on the cheque. This information helps the City identify which property to apply the payment to. For property tax payments, include the 9-digit Folio Number located the top of the Property Tax Notice. Note: Cheque payments are payable to: City of Richmond.

Mail payments early to avoid penalties

If your property tax payment does not arrive at City Hall on or before the due date noted on your bill, a 5% penalty is applied to the unpaid balance.

Note: Canada Post postmarks are not proof of on-time payment.

Tip: Review that the cheque has been signed and that the day, month and year are correct.

After hours

Your payment can be dropped off at the City Hall drop box, located at the west side of the building after business hours.
